Original:

"the original 1934 article from the British journal Engineering, by Bradford, on Bradford's influential distribution. Bradford's law, originally pertaining to scientific literature, expresses the scatter of papers relevant to a given subject among their sources, and suggests that periodical literature should be abstracted by source, and not by subject. A standard classification could bring together references to the same subject, irrespective of source or abstracting bureau, and without labour increase, a complete index to scientific literature could be achieved."

I think the journal volume might be erroneous (be wary of trusting "23(3), 85-88."
