FRBR

The Functional Requirements for Bibliographic Records (FRBR) is a document produced by IFLA, that will be used to create the AACR3.
Allen Renear and Jin Ha Lee both think very highly of this document.
There is a copy of FRBR in one of the filing cabinets in the Doc Study: the top drawer on the left-hand side, labled "Important LIS Documents".
